Update on yellow lines and small road schemes

Iain, Keith and Graham met with Stockport Council traffic officers this morning, to go over a number of outstanding schemes.

We were told that it’s typically taking 9-12 months to get a new yellow line scheme in place – longer than we’d like, but in line with other councils. Where schemes are taking even longer (e.g. Grange Park Road) we’re pushing to shorten as much as possible.

Brook Road, Cheadle – small section of yellow line to stop people parking in front of the gate used to access the rear of the Lime Grove properties (and so blocking the bins being taken out). This is waiting for the legal notice to go out.

Hawthorn/Burnside/Cedar, Gatley – there’s been an objection to the proposal for double yellow lines just around the junction, so this one will come back to the next Area Committee.

Grange Park Road/Wilmslow Road, Cheadle – the legal notice is about to be posted. If there are no objections, we will want the line painting to be done as quickly as possible as this one has dragged on. (The delay in getting the legal notice out appears to be down to an extra legal step needed because it’s on a main road).

Brayston Gardens, Gatley – the order has been places to paint the agreed yellow lines at the junction with Kingsway.

Milton/Chadvil, Cheadle – the order has been places to paint the lines and they should be done in the next 3 weeks.

South Park Road, Gatley – there’s been an objection to the proposal to paint double yellow lines around the inside of the sharp bend, so that comes back to Area Committee.

Wood Street, Cheadle – lines around the car park and in front of 25 Wood Street have been ordered.

Path from station to South Park Road Gatley – there’s an issue with some cyclists using the path instead of going via Brentwood Drive. We’re looking at how we can reduce that. Best option looks to be getting a legal order and also putting in physical barriers to discourage cyclists. The Police would then be able and willing to enforce.

South View Gardens, Cheadle – it looks like cars from the Cheadle Royal Business Park are parking near the entrance to South View Gardens (off Schools Hill), narrowing the road too much. We’re looking at double yellow lines to keep the road safe.

Silverdale Road, Gatley – a number of residents have raised concerns about speeding, despite the humps on Silverdale. We’ve asked the Council to collect speed data for a couple of weeks so we can understand how bad the problem is.

Lime Grove, Cheadle – we’re looking at putting up a small “private road” sign at the bottom of the road, as people drive down it mistakenly thinking there’s an access to the car park.

Exit from Tesco, Church Road, Gatley – officers will consult on a short section of double yellow line to the left of the exit from the Tesco car park, as we’ve had complaints about poor visibility.

Whitegates Road, Cheadle – we’ve asked council officers to consult on double yellow lines at the junction of Whitegates and Ashfield to ensure proper access to Cheddle Lodge.

Island, Altrincham Road, Gatley – following requests, we’ve asked officers to see whether a traffic island could be put in near the junction of Dingle Grove and Altrincham Road, to help people cross the road to the bus stop.

Coniston Road, Gatley – we’ve asked the Council to look at extending the double yellow line at the Kingsway end of Coniston by about 15m so cars turning onto the estate don’t risk hitting cars leaving.

Foxland Road, Gatley – the Council is looking at yellow lines and other measures around the school to reduce the impact of parents parking on local residents.

Gatley Green, Gatley – the Council has collected data on vehicles going the wrong way down the one-way section of Gatley Green and they recorded forty in one week. One option is to make the road a cul-de-sac, though that might cause other problems. We’re going to ask the Police to do some enforcement first and see if that can improve the situation. At the request of a resident, we’ve also asked the council to look at putting yellow lines along the side of the green opposite the pub and church.

Residents parking, Charlotte Street, Cheadle – we were asked to explore whether there was some way to make it easier for workmen and visitors to park on Charlotte Street for more than an hour (which is what’s allowed in the parking bays). The answer from the Council is that they don’t think we can do that.

Cameras to enforce no access on South Park Road Estate, Gatley –  we’ve asked the Council to explore whether cameras could be used to automate enforcement of the “no entry except for access” rule on the South Park Road Estate. It’s not easy and we can only find one place in the country where it was done (and that looks to be quite a different situation) but we’ll carry on at it.

Old Hall Road, Gatley, end parking space – we’ve asked the council to look at whether the end parking space on Old Hall Road (next to the Tatton) can be removed, as it tends to stop cars being able to turn onto the road without driving over the pavement by the Horse & Farrier.

Birch Road, Gatley – we are currently looking into the legal status of Birch Road (by the church and opposite Gatley Green) and, in particular the issue of whether non-residents can park on the road and who should maintain it. We should have more on this soon.

    Fingers crossed for the South Park Road estate proposals.

    The yellow lines on the bend on South Park is a sensible safety proposal. As would adding lines at the junction of South Park & Mardale – there is a car regularly parked literally on the junction, blocking good visibility towards the Coniston end of Sth Prk.

    Extending the yellow lines on Coniston towards the postbox is a long overdue safety issue. I reckon I must have a “near miss” every week or so. I recall that, when the Council put lines on the bend on the road, this was going to be done but was scrapped when a resident objected. Hopefully that won’t happen again.

    Cameras to catch the rat runners sounds like a great solution if it can be made to work. I assume there would be a need for two cameras – one in the underpass and the other near Braystan – with software matching the two up if there is only a minute between the two (thereby not catching some legitimately visiting the estate who enters one way, makes their visit and leaves by the other way).

    It takes an age to get any lines repainted too. I have two actions outstanding with the council. One is four months old ‘Passed to external body’ and the other is a month old and still ‘Under investigation’
    In the meantime cars are parked on (faded) double yellow lines and the owners are not prosecuted.

    Are you still taking suggestions? Could do with some at the on wensley road junction with Gatley road. People park right near the junction over the bend, surprised there haven’t been more accidents there.

    Nothing discussed about,, Yellow hatching, or “vehicular access” or some other form of notification highlighting the fact that cars exit Carrs passage ??????

      Hi Jean – not on this occasion, but you’ve reminded me that I did look into it. The officers’ view is that the exit from Carrs Passage is legally equivalent to the exit from a driveway, so pedestrians would have right of way and the change that could be made would be some sort of “Give way” signs or markings.

    Concerned about double yellow lines for southview. I understand the problem but where will evening visitors park for the flats?

    I fully agree,pedestrians do have right of way…that was never in question, but there should be something to warn them it is a vehicular exit, it isn,t the drivers who need reminding to Give way..just pedestrians reminding it is an exit

    With regards to yellow lines at the Tesco in Gatley Village, people routinely park on the double yellows right outside the door, completely blocking the view from the exit. Sort them out first! If yellow lines go on the other side of the exit too, and the car park’s full, are people going to start parking outside the houses on the one way street next to Tesco?

    We need the double yellow lines around the junction of Demming Road and Brookfield Road extended. At school drop off and pick up times it’s very dangerous, both rods become one lane and there a children crossing on their own. It’s an accident waiting to happen. Also this is the route of the 309 and 310, they regularly get stuck as the rod becomes clogged with parked cars. Having said that the existing double yellow lines and the ones on the junction of Oak Road and Stockport Road still aren’t being enforced. They’re just becoming a waste of money.

    Whilst it’s not mentioned here, there is a consistent stream of people turning right out of Massie St onto Cheadle High st. Again an automatic camera enforcement would pay for itself in about 4 days I suspect. Can it at least be monitored as a first step?

    Once the Grange Park and Wilmslow Road lines are painted, where is it planned that people will park?
    Broadway already has many cars parked on both sides of the road and it has become very dangerous. The 20 MPH speed limit is ignored by most people.
    So far, parking restrictions are just pushing people further along Wilmslow Road and the junction with Broadway is already very dangerous.
    A reliable and frequent bus service may persuade people to leave their cars at home.

      There’s no shortage of space a little further away from the junction – people may have to walk an extra 50 yards. We agree on the need for better public transport (not to mention getting more people cycling and walking). Cutting the number of cars has got to be the aim.

    quite apt that there is mention of cameras on the South Park estate: Firstly, there are the sales clowns on the new Barns Island development telling would be purchasers that they can cut through the South Park Estate to get in to Manchester or M60. Secondly, I have just had a near miss from what would have been a serious car crash with a car exiting the M60 to the South Park. The car didn’t even slow and only stopped abruptly to mouth off at me!

    Whilst I agree with most of the proposed locations of the yellow lines there is absolutely no point in going ahead with any painting until we start to enforce the parking and traffic laws , at the moment cars regularly park on the zig zag lines at pedestrian crossings this is a 3 point endorsement and £100 offence, traffic regularly turns right out of Massey Street onto the High Street, traffic regularly ingnores the No Entry signs and drive and park the wrong way on these roads. Why are the Police not enforcing the Law and why don’t we have a full time traffic warden in Cheadle. Also before planning permission is given for commercial premises consideration of what parking is available should decide wether permission is granted

    Re Path from Station to South Park Road ( Cyclists )

    If the preventative measure is a good as the squeeze Gate
    installed in the path at rear of Barnes Hospital between footbridge and the old bleach /chemical works which was installed last autumn and pulled from the ground by January due to very poor installation then it will be a complete and utter waste of time and money.

    Why it was installed in the first place heaven knows.

    The squeeze gate in question is still lying on the footpath despite being reported to the council by e mail on 9.1.17
    which appears to be another waste of time and effort.

      Hi Keith, – the gate near Barnes was installed to stop horses getting out potentially onto the motorway. It’s very frutrating that it’s been vandalised and pulled out twice! I hope the council is now taking a bit of time to look at what might be done rather than just putting the gate back to be ripped out yet again.

    Encouragement of cycling sounds positive in reducing traffic. I used to cycle to work 50 years ago but gave up after 3 years due to the number of times cars & commercial vehicles forced me against the kerb and other moves which turned a ride into a life and limb hazard! It would only work with dedicated and separate cycle ways – financially and practically impossible in current road systems. And as a regular walker to local shops and amenities that is becoming threatened by cyclists ignoring signs – as in the path by Scholes sports field – and using pavements by the roadsides.

    Could please explain how bad the situation is. I am aware of the shorcut. Is it being used by commuters regularly?

    Is the concern of the local residents to do with speeding traffic or the queue forming to exit the area.

    It appears to be a serious issue if cameras are being considered. Have there been any accidents?

    If you want to discourage people, put in a load of speed bumps 🙂

      The cut-through is being used by commuters pretty much constantly. The biggest issue is queueing and volume of traffic more than speed.

      Hi Sylvia,

      The status of Birch Road hasn’t changed – it’s an unadopted road and cars can legally park along the side away from the houses. Because the councillors recognised that this was damaging the road which was unfair on residents, we have more than once got the council to repair potholes on the road, which we wouldn’t do if there was no public parking on it.
